Educational Assessments and Reports

Currently, my caseload involves the writing of expert reports in connection with appeals to the Special Educational Needs and Disability Tribunal and the Welsh equivalent of this body. I have a special interest in Part IV Appeals, which include the evaluation of educational placement.

Work of this nature involves me with children who have a wide variety of developmental and educational difficulties and I am frequently asked to assess individuals with:

I also have experience of assessing children who have less familiar syndromes such as Angelman's, Prader Willi and chromosomal abnormalities which give rise to learning and/or physical disabilities.

I am happy to see these children in their own environment, or alternatively, they may travel to me in Bristol. I regularly provide advice to the Tribunal in 'Education Otherwise' cases concerned with Applied Behaviour Analysis (ABA) and Son Rise.

Case Study - Autism Special Needs Tribunal

A parent asked me to assess their son and write a report in connection with their appeal against parts 2, 3 and 4 of their son’s Statement of special educational needs. The assessment was to deal with the child’s developmental and learning difficulties and special educational needs. The parents were very unhappy with the way in which their son’s needs were being managed and believed the school to be inappropriate.

The approach I used was typical of the way I approach cases of this kind and involved the following. I asked them to send me a complete set of the documents relating to their son and I asked them to complete a number of very detailed questionnaires concerned with his general development, current functioning and in particular the expression of his ASD on his functioning in school and elsewhere.

I invited the family to my premises in Bristol where I was able to observe and formally assess the child and discuss matters with him and his parents. The family were with me for four hours.

I reviewed the published documentation on the school named by the local authority and that preferred for the parents and arranged for visits to be made to each to formally evaluate the provisions each was able to make.

Having gathered all of the necessary information I wrote a report of my findings with recommendations for the content of Parts II, III and IV of the Statement which needed to be radically re-drafted.

I attended the Tribunal as one of the parental expert witnesses and gave my evidence.

The Tribunal ordered a major revision of the Statement and named the parental choice of school in Part IV.
